世界経済を俯瞰すると |
ノリエル・ルービニ ＮＹ大学経済学教授は伊勢爺が尊敬する経済学者だ。モハメッド・エル・エリアンは学者ではないが国債の鉄人だ。このふたりのインタビューを伊勢爺はよく聞いている。
まず、このインタビューを聞いて「す～と」理解できるには、伊勢爺のようにアメリカ浪人を４８年もやらんとな。経済や学問に関心がなければどうにもならんよ。日本には池田信夫さんのような秀才がおる。だが、実践しているわけじゃないね。さて、内容を要約すると、、
＊世界経済という飛行機は四発のエンジンを持つ。アメリカ～ヨーロッパ～チャイナ～日本だ。アメリカを除く三発が煙を上げてバンバン音を出している。この中でもっとも弱いのがヨーロッパで、次が日本。チャイナはここから６％以下の成長だろう。だが、アメリカの問題というのは、二大政党が全く歩み寄らないことだ。いろんな重大な政策が審議にも入っていないままだ。移民法改正と企業税が待ったなし。ほかにも、電力～インフラ（道路、橋、貨物鉄道、港湾）が進んでいないし、多分どれも起きないだろう。私は。欧州、英国、日本の「首相制度」を好む。ダメなら代えればいいからだ。大統領制は変化に追い着かない欠点がある。アメリカは今日で金融緩和政策が終了する。質問は、「いつ利息を上げるだろう？」だが、現状では、６ヶ月～１２ヶ月という大雑把な答えしか出せない。一方で、ヨーロッパも日本もどんどん金融緩和を進めている。これはほかに手がないからだ。すると、米ドルだけが上がっていく。これはアメリカの財政収支を圧迫する。利息を上げるのが遅ければ遅いほど、株式証券のバブルのリスクが高まる。日本に戻ると、安倍経済は、消費税を再び上げることは失敗である。今まで、２０年のデフレがさらにあと５年は続くだろう。

Putin mentioned nukes again. The boy has no brain to think. Threatening is the sign of weakness. What amazes me is that Russia and US were allies in WWII and Truman destroyed Japan with two a-bombs on the civilian population. Now what?
They are enemies. OK use nukes. I watch big clouds in Moscow or Washington. I don't need either of them.

OK. I like Patton. "I love the smell of gunpowder in the morning" actually me too. US should have invaded Soviet and killed Stalin instead of Tojo who fought against communist. Patton knew Stalin was evil.

Justice Radhabinod Pal (India) argued that the exclusion of Western colonialism and the use of the atomic bomb by the United States from the list of crimes and the lack of judges from the vanquished nations on the bench signified the "failure of the Tribunal to provide anything other than the opportunity for the victors to retaliate". In this he was not alone among Indian jurists, with one prominent Calcutta barrister writing that the Tribunal was little more than "a sword in a [judge's] wig".

Dear Mr. President,
The open admission by the President of the United States that the country engaged in torture is a first step in the US coming to terms with a grim chapter in its history. The subsequent release of the Senate Select Committee on Intelligence summary report will be an opportunity for the country and the world to see, in at least some detail, the extent to which their government and its representatives authorized, ordered and inflicted torture on their fellow human beings.
We are encouraged by Senator Dianne Feinstein’s recognition that “the creation of long-term, clandestine ‘black sites’ and the use of so-called ‘enhanced-interrogation techniques’ were terrible mistakes,” as well as the Senate Committee’s insistence that the report be truthful and not unnecessarily obscure the facts. They are important reminders that the justification of the torture of another human being is not a unanimous opinion in Washington, or among Americans as a whole.
We have reason to feel strongly about torture. Many of us among the Nobel Peace Prize laureates have seen firsthand the effects of the use of torture in our own countries. Some are torture survivors ourselves. Many have also been involved in the process of recovery, of helping to walk our countries and our regions out of the shadows of their own periods of conflict and abuse.
It is with this experience that we stand firmly with those Americans who are asking the US to bring its use of torture into the light of day, and for the United States to take the necessary steps to emerge from this dark period of its history, never to return.
The questions surrounding the use of torture are not as simple as how one should treat a suspected terrorist, or whether the highly dubious claim that torture produces “better” information than standard interrogation can justify its practice. Torture is, and always has been, justified in the minds of those who order it.
But the damage done by inflicting torture on a fellow human being cannot be so simplified. Nor is the harm done one-sided. Yes, the victims experience extreme physical and mental trauma, in some cases even losing their lives. But those inflicting the torture, as well as those ordering it, are nearly irreparably degraded by the practice.

As torture continues to haunt the waking hours of its victims long after the conflict has passed, so it will continue to haunt its perpetrators.
When a nation’s leaders condone and even order torture, that nation has lost its way. One need only look to the regimes where torture became a systematic practice – from Imperial Japan and Nazi Germany to the French in Algeria, South Vietnam, the Khmer Rouge and others – to see the ultimate fate of a regime so divorced from their own humanity.
The practices of torture, rendition and imprisonment without due process by the United States have even greater ramifications. The United States, born of the concept of the inherent equality of all before the law, has been since its inception a hallmark that would be emulated by countries and entire regions of the world. For more than two centuries, it has been the enlightened ideals of America’s founders that changed civilization on Earth for the better, and made the US a giant among nations.
The conduct of the United States in the treatment of prisoners through two World Wars, upholding the tenets of the Geneva Convention while its own soldiers suffered greatly from violations at the hands of its enemies, again set a standard of treatment of prisoners that was emulated by other countries and regions.
These are the Americans we know. And believing that most Americans still share these ideals, these are the Americans we speak to.
In recent decades, by accepting the flagrant use of torture and other violations of international law in the name of combating terrorism, American leaders have eroded the very freedoms and rights that generations of their young gave their lives to defend. They have again set an example that will be followed by others; only now, it is one that will be used to justify the use of torture by regimes around the world, including against American soldiers in foreign lands. In losing their way, they have made us all vulnerable.
From around the world, we will watch in the coming weeks as the release of the Senate findings on the United States torture program brings the country to a crossroads. It remains to be seen whether the United States will turn a blind eye to the effects of its actions on its own people and on the rest of the world, or if it will take the necessary steps to recover the standards on which the country was founded, and to once again adhere to the international conventions it helped to bring into being.
It is our hope that the United States will take the latter path, and we jointly suggest that the steps include:
a. Full disclosure to the American people of the extent and use of torture and rendition by American soldiers, operatives, and contractors, as well as the authorization of torture and rendition by American officials.
b. Full verification of the closure and dismantling of ‘black sites” abroad for the use of torture and interrogation.
c. Clear planning and implementation for the closure of Guantanamo prison, putting an end to indefinite detention without due process.
d. Adoption of firm policy and oversight restating and upholding international law relating to conflict, including the Geneva Convention and the UN Convention against Torture, realigning the nation to the ideals and beliefs of their founders – the ideals that made the United States a standard to be emulated.

「忘れろ！ジェイク。ここはチャイナタウンだよ」と刑事が言った。このパンチラインは、映画を観たひとの耳に焼きついた。最後のシーンに、中国人の野次馬が集まってくる、、この映画は作家を目指す伊勢青年に影響を与えた。１）白人が支配するアメリカ～２）白人がどう東洋人を見ているか。「白人の優等意識」は今も変わらない。

原潜「クルスク」の沈没 |
2000年8月12日に、ロシアの原子力潜水艦クルスクはバレンツ海での演習に参加。その後通信が途絶えた。ロシア時間の午前１１：２９にノルウェーの地震研究所やその海域にいた他国の潜水艦などが爆発を探知しており、その後１１：３１に２度目の爆発が探知されている。１１：４４に３度目の爆発を探知したという報告もある。翌日水深108ｍの海底で発見されたが、悪天候、脱出用ハッチの破損などのため救出作業が難航し、１６日になって他国の援助を受け入れた。２１日には後部脱出用ハッチが開かれたが、潜水艦内全域に浸水が及んでいて、生存者がいないことが発見された。その後ノルウェーが周辺の海水を分析しているが、放射能漏れはなしと報告されている。
原因
ロシア側は、前方部分が破損しているため、他国の潜水艦または大型戦艦等との衝突説をあげているが、証拠はなし。その反面、魚雷発射セクション内部での爆発が発生し、浸水した可能性も認めている。また、第二次世界大戦時に敷設された浮遊機雷にふれた可能性も述べている。さらに、他の潜水艦もしくは戦艦などと衝突した後、海底に激突し、爆発が起こったという説もあがっている。アメリカやイギリスは魚雷室で爆発が生じた可能性が高いと見ており、それぞれ自国の潜水艦がクルスクと接触した可能性は無いとしている。また、発射実験の海域にまぎれ込んで撃沈されたのではないかという説もでている。2002年3月のBBCの記事によると、ロシアの調査団は、魚雷の爆発が事故の原因であると発表している。

伊勢爺さんの四番目のノベルが「原潜クルスクの沈没」である。「満州を掴んだ男」「胡椒の王様」「アブドルの冒険」は、現在、集英社が審査している。何故、伊勢爺がこれを書くのか？ひとつの理由がわが弟（没）も海上自衛隊の潜水艦乗りだったことだ。次に、「日本にとっては遠い北極海での原潜沈没であり、直接日本が関われることではない」という無関心を取り除きたい。この映像では話されないが、日本は、この事故以後に起きたほとんどのロシア船の沈没に救助を申し出ている。北極海では、アメリカや日本はあまり役に立たない。イギリス王立海軍とノルウエーが中心である。この理由だが、ロシアは「バチスカーフ」のような深海艇を開発出来ないらしい。その大きな理由はバッテリーだと。すると、中国海軍も同じだろう。

の電子版コラムで伝えていました。安倍政権の安定感に対する評価が揺らぎ、比較的
高かった日本株に対する関心が後退してしまった印象だそうです。
豊島さんによれば、話をした向こうの投資家たちは、消費増税と原発再稼働に関し
て混迷が深まると読んでいて、そのなかのひとりは近づく消費増税の実施・見送りの
判断について「ルーズ・ルーズ」、つまり、どっちに転んでもよくないと語ったとの
こと。
実施なら景気が心配で、見送りなら財政不安が心配というのはもともとそうですが、
今回の件で、見送った場合の反応が読みにくくなったということでしょうか。重要な
判断を前に、日本の政治はこの程度かと思われると、本当にこわいと思います。

小渕氏は関連する政治団体で不透明な資金処理があった問題、松島氏は地元選挙区で「うちわ」を配布した問題の責任を取ったものだ。２０１２年１２月に第２次安倍内閣が発足して以来、閣僚が途中で辞任するのは初めて。安倍首相は２０日中に後任を選ぶ方針だが、政権の看板である女性閣僚２人の辞任は、安倍政権にとって大きな打撃となる。
安倍首相は２０日午後、「２人を任命したのは私で、任命責任は私にある。国民の皆様に深くおわび申し上げる。後任の閣僚は今日中に決めたい。ふさわしい方を選びたい」と首相官邸で記者団に語った。
小渕氏は午前８時２０分から約３０分間、首相と会談した後、９時４０分頃から経済産業省で記者会見を行った。小渕氏は「経済、エネルギー政策に停滞をもたらすことは許されない。大臣の職を辞し、疑念を持たれていることについてしっかり調査し、皆様方にお示しできるよう全力を傾注する」と辞任の理由を説明した。議員辞職は否定した。

Tokyo trial was a wrongful trial. It was the victor's trial and revenge. Justice Radhabinod Pal (India) argued that the exclusion of Western colonialism and the use of the atomic bomb by the United States from the list of crimes and the lack of judges from the vanquished nations on the bench signified the "failure of the Tribunal to provide anything other than the opportunity for the victors to retaliate". In this he was not alone among Indian jurists, with one prominent Calcutta barrister writing that the Tribunal was little more than "a sword in a [judge's] wig".

Putin mentioned nukes again. The boy has no brain to think. Threatening is the sign of weakness. What amazes me is that Russia and US were allies in WWII and Truman destroyed Japan with two a-bombs on the civilian population. Now what?
They are enemies. OK use nukes. I watch big clouds in Moscow or Washington. I don't need either of them.

OK. I like Patton. "I love the smell of gunpowder in the morning" actually me too. US should have invaded Soviet and killed Stalin instead of Tojo who fought against communist. Patton knew Stalin was evil.

国連総会で人権問題を扱う第３委員会で１５日、「女性の地位向上」に関する会合が開かれ、韓国の国連代表部がいわゆる従軍慰安婦問題について「第２次大戦中に強制的に軍の性的奴隷となった慰安婦の問題は、今も解決していない紛争時の性的暴力の主な事例だ」と述べ、日本を批判した。
韓国が同委員会で慰安婦問題を取り上げるのは４年連続。
韓国側はさらに、「被害者は高齢化しており、この人道問題に遅滞なく取り組むべきだ」と日本政府の対応を要求した。これに対し日本の国連代表部の久島直人公使は２度にわたって答弁し、「元慰安婦への救済を進めるため、日本は最大限の可能な努力をしてきた」などと反論した。（読売新聞）

呼びかけ文には「多くの女性を強制的に『慰安婦』として軍に従わせた」とする記述が含まれていた。次世代の党の山田宏幹事長が６日の衆院予算委員会で問題だと指摘し、外務省が削除を検討していた。
呼びかけ文は政府の公式文書ではないが、外務省が過去の経緯を紹介するため、ホームページに掲載していた。

Federal Reserve Chair Janet Yellen voiced confidence in the durability of the U.S. economic expansion in the face of slowing global growth and turbulent financial markets at a closed-door meeting in Washington last weekend, according to two people familiar with her comments.
The people, who asked not to be named because the meeting was private, said Yellen told the Group of 30 that the economy looked to be on track to achieve growth of around 3 percent. She also saw inflation eventually rising back to the Fed’s 2 percent target as unemployment falls further, according to the people.

外務省が、元慰安婦に償い金を支給した「女性のためのアジア平和国民基金（アジア女性基金）」への「拠金呼びかけ文」（１９９５年７月１８日付）を同省のホームページから削除していたことが１４日、わかった。
呼びかけ文には「多くの女性を強制的に『慰安婦』として軍に従わせた」とする記述が含まれていた。次世代の党の山田宏幹事長が６日の衆院予算委員会で問題だと指摘し、外務省が削除を検討していた。
呼びかけ文は政府の公式文書ではないが、外務省が過去の経緯を紹介するため、ホームページに掲載していた。

パキスタンの武装勢力「パキスタン・タリバン運動」（ＴＴＰ）の分派組織は１０日、ツイッターで声明を出し、ノーベル平和賞受賞が決まったマララ・ユスフザイさん（１７）を「イスラムの敵」と批判し、今後も襲撃の対象とする考えを示した。

朝日報道で「いわれなき中傷が世界に」…首相

衆院予算委員会は３日午前、安倍首相と全閣僚が出席して基本的質疑を行った。
安倍首相は、いわゆる従軍慰安婦に関する朝日新聞の報道が国際社会に与えた影響について、「『日本が国ぐるみで性奴隷にした』といういわれなき中傷が世界で行われている。（慰安婦を強制連行したとする吉田清治氏の虚偽証言を巡る）誤報でそういう状況が生み出されたのも事実だ」との認識を示した。そのうえで、「これまで以上に戦略的な対外発信の強化が必要だ。いわれなき中傷には『そうではない』と発信することが大事だ」と語った。
質問した自民党の稲田政調会長は、吉田氏の虚偽証言が日本の外交政策や国際社会に与えた影響の検証や、日本の名誉回復の具体策を検討する特命委員会を、同党に新設する考えを表明した。
この問題に関連し、岸田外相は、米国に慰安婦像などが設置されている状況について、「慰安婦問題を政治問題、外交問題化し、状況を複雑化させるものだ」と批判した。

増税影響、非製造業の景況感悪化…日銀短観９月

日本経済は消費増税による落ち込みから脱しつつあるものの、本格回復には力不足であることが、日本銀行が１日発表した９月の全国企業短期経済観測調査（短観）で分かった。
短観は３か月ごとの調査。最近の景気が「良い」と答えた企業の割合から「悪い」と答えた企業の割合を差し引いた「業況判断指数」（ＤＩ）で、企業の景気に対する見方を調べている。
代表的な指標となる「大企業・製造業」のＤＩはプラス１３と、前回調査（６月）のプラス１２から１ポイント上昇し、わずかながら２四半期ぶりに改善した。業種別では、「自動車」が７ポイント上昇してプラス２０だった。
「大企業・非製造業」のＤＩはプラス１３と前回に比べて６ポイント低下し、２四半期連続で悪化した。このうち「小売り」は消費増税の影響が残り、２ポイント低下のマイナス１となった。
３か月後の見通しは、大企業・製造業でプラス１３と今回と比べて横ばい。大企業・非製造業はプラス１４で１ポイントの改善を予想した。
今回の短観は８月２７日～９月３０日に全国１万３６９社を対象に実施し、回答率は９９・３％だった。
